I had a similar issue and solved it by adding the path to cuda to the environment variable CUDA_HOME before installation:

# first set the cuda path
export CUDA_HOME="/usr/local/cuda-X.X"

# install
python3 setup.py build develop

Note that X.X specifies the cuda version, e.g. cuda-11.3
