It supports the amd64 emulation function in arm64 os such as surface pro x.

Thx for the PR, I've looked at the code and it's look good to me. However, I want to own an arm64 device myself before merging this PR since I want to debug and troubleshoot any issue on this particular arch

It may take a while to merge though, sorry

@lucasg FYI, Azure now offers Windows Arm64 VMs. If you have an Azure subscription, you can go to Virtual Machines and create a new one, select this image, and you should be good to go if you'd like to quickly test Arm64 builds without purchasing a new device. 😊
