Relax dependencies.

Attempts to solve https://github.com/lucafaggianelli/plombery/issues/291, thus allowing plombery to be used in projects where same dependencies are required in different versions.

All of the dependencies now allow higher than originally specified version. Non-development dependencies which are not alpha (0.x.y) are restricted from a major version change.

Indeed, that's crucial; dependencies should not be pinned in pyproject.toml.
