Add the ability to exclude IPs from rate limit settings.

I was wondering if you could extend the rate limit settings to include the ability to ignore/exclude specific IPs from having the rate limit applied.

I would like to make use of the rate limiting feature, but I don't want it to be applied to a specific trusted IPs where the rate could potentially go higher than the threshold I wish to set for all other IPs.
