New window created when dragging from tab is always maximized

after I drag the tab outwards, the generated window is always maximized

I will add code to the tab tearing process to create the new window in the same state that the original window was: it the original was maximized, so will the new one, but otherwise, we'll create the new window as the same size as the original.

i can see issue in TitleBarTabs the WindowState is Maximized
