Support reload_interval=0
In tensorboard backend, eload_interval=0 means never reload. I think the semantics here should be consistent～
In fact, in some scenarios, reload is really not needed, and reload will increase the pressure of the disk
no response for a long time, maybe the author is no longer maintaining this package?
So as an alternative, I re-released a new package
