Make WebGL backends public.
Similar to #1 but focusing on Graphics.Rendering.Ombra.Backend.WebGL.
In my opinion, it has a usability as pure WebGL bindings, and though it may be incomplete at least there is the reason to make direct access on it. Since it is a niche usecase, it sounds overcomplicated that publishing this as a new one.
If this isn't a good idea, I'm considering to plan on a new bindings.
