feat(plugins/notable): add option to include own repositories

Not sure where it was done in the plugin's code, but I remember that owned repo are excluded from notable plugin (because it was first intended to only display orgs in which user contributed)

Now it doesn't really make sense anymore to enforce this constraint with the new features that were added to it
