Improvement on #22558, using this to check CI, will see if we keep this one or the other.

I'm happy to merge this PR instead of my original one. It LGTM but I'm biased, other people should have a look at it.

The testplan should be updated as well. Do you want to do it in this PR or on a separate one, @pamaury?

This PR will need to be manually cherry-pickd to master due to the changes of the ROM targets (mask_rom)
