Could you please advise which riscv tool chain I should download for ubuntu system and which path/level I should point RISCV variable to?

You should start with the lowrisc-chip repository, and not this one. The top level repository has links to relevant toolchain versions (which depends on which release you have checked out). For comprehensive instructions you can checkout the lowrisc-site repository, build and view with a web browser.
