Makefile points to nonexistent files on github

The Makefile tries to download

https://github.com/lowRISC/lowrisc-chip/releases/download/v0.7-rc1/rootfs.tar.xz

which does not exist.

Probably rc1 should be changed into rc2.

This project is dormant now, pending somebody from lowRISC being allocated to work on it. You can still fork your own copy obviously.
