Build Sorting Notes + Reshuffling Part 2

This is a continuation of #6 .

The entire set done so far is going through a second iteration due to finding regional or revisional build differences under multiple sound drivers, including brand new ones.

In addition, new ones may be included from time to time.

The following vgmtrans issues are noted, which adds them to my priority list for getting the build sorting notes up:
