Send notifications on Maintenance start/end

Every scheduled maintenance should have the option to send notifications using a selection of configured notification methods, same as monitors, which notify the user that the maintenance is starting/ending.

Bonus points for extra notifications, such as:

• Maintenance X starting in 10 minutes
• Maintenance X starting now
• Maintenance X ending in 10 minutes
• Maintenance X ending now

Configurable by a non-zero: "MaintenanceEarlyWarning" variable. In the above case it's set to 600 (10 minutes)

I think that could be connected with "Subscription" feature? Not sure if such is mentioned in another request or wasn't mentioned at all.

Our users would like to subscribe email updates of their chosen services from the status page.
