[Code Scanning] Integrate with the SARIF Viewer extension

In addition to the tree view, it would be valuable to allow users to view their list of active code scanning alerts, using the SARIF Viewer extension. For example, we could introduce a context menu on the Code Scanning node, called Open in SARIF Viewer. That way, end-users have the flexibility to use both visualizations interchangeably.
