Broken encoding of file names in zip task

For example, file name with cyrillic symbols. Original: original_file

Achived (read by 7-Zip): packed_file

@GalkinAV Same problem on windows 8.1. Moreover, WinRAR and 7-Zip have own implementation and don't use Zipfldr.dll. However both read broken file name.
