Lux Orbis.esp and Lux Orbis - Resources.esm should go in the Lighting Enhancers group.

From Lux Via description.

Light plugin should be loaded near the bottom of your load order too, Orbis should win most conflicts though since both mods are editing Solitude vanilla lanterns.

LOOT places Lux Via - plugin.esp after Lux Orbis.esp with default sorting.
