Yes, the 'transliteration' label is for all things related to normalization of queries. Stop word issues belong there, too, because Nominatim does all this in the same step.

The failing tests may not be related to you code. I have the same in an unrelated change. I'm investigating.

This needs language-dependent penalties to be fixed. 'Brasilia' is a valid name for the country of Brasil in quite a few languages.

Confirmed that this is a new error for PostgreSQL 16, however the fix is the wrong one. Postgresql 16 requires a new include `"varatt.h"`.
