Decision request dialog not popping up after cancelling it

Describe the bug

...and goto is apparently not active either.

To Reproduce

diplomat reaches the city, dialog with actions appear, click cancel, then try to move dip into the city again - nothing happens (actions dialog is not visible), press esc, goto again - same thing (nothing). Quit, re-login, dialog is visible as show on the picture (without any preliminary actions after relogin)

Expected behavior

Just works

CORRECTION: .... dialog with actions appear,click INCITE REVOLT, click cancel (click NO, it is important - if funds are not enough and just ok is available then described behavior does not happen) , ....

IIRC I could reproduce with merchies in Aviation

Such orders should ideally be given at goto time anyway -> revisit for beta2.
