Package to support setting up freeciv21 auth-enabled servers

Is your feature request related to a problem? Please describe.

To simplify the installation of an auth-enabled fc21 server, it would be nice to provide a package automating the main steps. It looks like luasql is even compiled for Lua 5.3 now so we may not even need to do it ourselves.

Describe the solution you'd like

Ideally have a small package that installs required dependencies, sets up a basic auth script, and provides a helper command to run an auth-enabled server. I don't think support for Windows or Mac is needed.
