(Paused) Alow the possibility of conquest of unoccupied coastal cities by non-marine unit

Option 1: if a city is empty, any enemy military unit can land.

Option 2 (idea stolen): If a coastal city is undefended, other land units may attempt an amphibious landing, but have some odds of failure (since they are landing straight into an urban area where they may expect armed citizens, which forces them to approach with stealth, something they are neither trained nor equipped for, so there are chances they will drown or get shot at close range in the process).

Those odds may be fixed or may even depend on the size of the city. For such cases (empty city being invaded from the sea by non-marine units), a city may have a virtual defence strength sqrt(size) and "combat" (or a "success check") may ensue.

Can't option 1 be implemented with action enablers for Conquer City or Conquer City 2? Looks like option 2 is simply a matter of adding an Action_Odds_Pct effect on top of option 1.
