Dual screen different sized screens odd behavior

I have a laptop with an external monitor. At 100% it seems to divide the total pixels by 2 and hangs off the left screen. At 99% it shows up just right on the smaller screen (slightly smaller than the width) and the same size on the larger screen. I just keep it at 99% as I dont mind the smaller size on a large screen.
