Buffer messages to wait for reconnect

Leaving this draft up for reference for now but we are looking into websocket refactoring as part of [High-Availability drive](https://github.com/openwallet-foundation/acapy-vc-authn-oidc/issues/805).

Business API: Clicking link from Registration email in a new session brings back to a blank page and login doesn't do anything.

We've corrected the config in test env, did a registration and it looks right now
