[Feature Request] Pass quality settings to couchpotato

I would love to see a feature where I can specify a particular quality setting to couchpotato, radarr seem to have this implemented?! I only like high quality releases for myself, but for a friends request an exception would be great so even if there is no high quality release available the request would get filled. Is this possible? Couch have different quality settings within different tiers, I'm not sure if these could be set via API?!

Looks like this was requested before (https://github.com/lokenx/plexrequests-meteor/issues/195). So sorry to bring this up again, but it stated it would be considered in a rewrite 2 years back there..

The quality setting for Radarr is a universal quality setting for all movie requests, right now we don't have the ability to set it per user butt it's something I've considered in the past.

That said, it's been a while since I looked at the Couchpotato API so I'd have to dig into it and see what is available to make this work.

Just to set expectations, this is further down the priority list so it may be a while until I'm able to get to it (if someone else gets to it and is able to implement it I'd definitely consider merging a pull request).
