Allow adding Z_clause as words to jbovlaste

I'd like to add {zo zei zei lujvo} as a word to Lojban but currently it's disallowed in jvs. Do you think it's worth allowing it? It's Z_clause

It seems to me like that should be classified as a zei-lujvo. If that's not happening, I'd call it a bug.

{li'a zei li'a} is incorrectly assumed to be "zei lujvo", not zei-clause and thus can be added now.
