allow disabling server-side encryption for s3 blobstore

We're using and s3 storage back-end that does not yet support server-side encryption. Would be nice to be able to disable this options via some config parameter. Thanks! https://github.com/wal-e/wal-e/blob/master/wal_e/blobstore/s3/s3_util.py#L55
