chore: utilze tracing spans for more powerful log filtering

Spans from the tracing crate allow us to supply additional metadata information which can be used to construct more powerful directives in the RUST_LOG environment variable.

This change chiefly helps to limit overzealous debugging logs when trying to understand issues happening in operation intensive environments.
