Either allow site name or logo, both cannot be blank

In settings site name is set as *required but when left blank and saved. It throws a visible error but still updates the site name to blank.

To Reproduce Steps to reproduce the behaviour:

  1. Go to '/dashboard/settings/general'
  2. Clear Site name input
  3. Click on save
  4. See error

Expected behaviour

We want to allow customisation such that the admin can either have logo or site name or both.
