Opening <think> tag is sometimes stripped.

Describe how to reproduce Sometimes the opening "" tag is stripped from the "Final AI Response" debug message (and, therefore, the 'think' block doesn't show in the output. I see the closing "" tag, but not the opening tag. This seems to only happen when there are multiple requests in a single conversation and the model was changed at some point. Unfortunately, I can't seem to replicate it every time.

Expected behavior The opening tag shouldn't be stripped. Or, if Copilot isn't stripping it, (ie, the model doesn't always send it for some reason), it should be added at the beginning of the response if an accompanying closing tag isn't found.
