Likely because TFQ 0.3.1 uses cirq 0.8.0 and that function wasn't implemented yet (there was a expectation_from_wavefunction but no expectation_from_state_vector).

I don't have a M1 mac so I can't verify this but https://github.com/tensorflow/quantum/issues/655 seems to have good steps for it and https://github.com/tensorflow/quantum/issues/492 as to why this may be the case.

Yes, I don't think the software has fully caught up to the M1 (I have heard a lot of horror stories of installing various programs).
