Main menu closed by default

The idea is to let menu closed by default in CSS, but opened by default in JS, the expected result is to avoid the collapse effect in menu, every time the page is refreshed, when the user choose the closed menu.

example: menu_open_close

The menu should appear closed and then open up.

The issue was raised by Fernanda Passos from UX team.

I did it into one of my personal projects, I set the default to be closed, and if it is setup to be open into LocalStorage, it opens after.

I don't know why, but for me is more nice when it starts closed and opens after startup than when it starts opened and it closes after.
