Add .deb packaging materials

Support for installation via .deb packages in the latest LTS release (14.04)

  • Looks like the Debian alien package which can translate between rpm and deb will get us 85~90% of the way there
  • Like our rpm packaging, these will be bundled binaries not building from source.
    • This is sufficient for people who just want to install and manage the app using the native package installers but would have to be reworked if we ever want to get into a public repo
    • Combined with Jenkins build integration scripts this also means there is little to no need to tweak the packaging files unless an entirely new artifact is added or removed so much simpler to maintain

Thanks for the great work on geowave so far! I saw this on the README: "Deb packages if enough people request them", so I'd like to +1 on this request. I hope this is the right issue to comment on.
