Support localized resolutions for mosaic'ed image pyramid

Currently, there is an assumption from the WMS rendering that each pyramid level fully represents the grid coverage. For large multi-image mosaics, this may not always be the case. We should be able to handle local resolutions within OverviewStatistics and within our WMS rendering be able to combine tiles from multiple localized resolutions.
