Enrich metadata to enable more complete interaction with various tile servers

While working on the https://github.com/geotrellis/geotrellis-server project, it became clear that the coverage of useful information by our metadata is somewhat light. Notably, there is no way of knowing which bands are available or whether the layer is spatial or spatiotemporal (the latter requires looking at headers which have no generic interface across backends). We should endeavor to improve the coverage of the metadata interface for these purposes.

A good place to start is the WCS server specification, which has been well-vetted by a wide number of participants over several versions. This spec should adequately set the bounds for the metadata interface. The goal is to be able to satisfy both GetCapabilites and DescribeCoverage from metadata alone.
