I believe the rationale behind this was that this added a large dependency where it might not always be necessary.

But I imagine more context would be useful.

It was rated a low priority for the current sprint.

The idea is that the GT vis server in GeoNotebook doesn't do much after moving to providing TMS servers directly from GPS. It would be nice to roll the display of TMS-provisioned tiles directly into GN or into one of the existing vis servers (KTile or Geoserver).
