Cleanup, bump dependencies to latest versions

This PR brings some cleanup and update to the hugo/docsy environment the site is based on. Most prominently, it removes the module github.com/google/docsy/dependencies which is not needed by docsy versions > v0.7 any more. This PR also bumps npm dependencies to their latest versions.
