Update default Editor permissions

Freelance editors say that they often have to ask for extra LGD permissions when they move to a new council. This suggests the default Editor role is underpowered.

Let's check the following areas:

• Step by step
• HTML pubs
• Taxonomy
• Menus
• Facet types
• Geo
• Alert banners
• Page components

These would apply to new councils only.

TBH I think that list covers it mainly. Sometimes I do not have access to structure>menus...actually that in your list too
