Consider adding simple contact forms to core

This issue was raised just now in Essex. It's worth canvassing Product Group and other councils about the need for a basic contact form out of the box

Would require a change to editor permissions so they can access these forms

It won't obviously provide a mail server - we should consider best way to approach this, probably documentation to share with council tech colleagues

From past experience the Drupal provided contact forms arn't that great as they are either sitewide or per user, and it sounds like what your looking for is contact a service.

Maybe a default template webform provided via localgov_forms would be a good fit, as these could then be customised to each service needs.
