When sharing a preview link to a Service Landing Page with draft child pages, those child pages don't show

Sharing a Service Landing Page with stakeholders doesn't work when the child pages are drafts. This is a fairly common use case when drafting a whole new section of content.

Steps to replicate

• Create a draft Service Landing Page
• Create several draft Service Pages
• Add the draft Service Pages to the Service Landing Page
• Share a preview link to the Service Landing Page

Expected behaviour

• Service Landing Page can be previewed with all links

Observed behaviour

• Service Landing Page is empty

A workaround we have used at BHCC is to create a role that can view unpublished content so services can log in. I think some councils use the Entity share module to publish to a staging server. Agree though, a preview link to preview a section would be handy.

We could potentially make all unpublished content visible, but then again I'm not sure whether we'd want to do that. I suppose we could also do something with workflow states to move something into a state that it could be reviewed by a stakeholder, and have a permission associated with that.
