CKEditor elements path are not keyboard operable

The CKEditor elements path (at the bottom of the CKEditor box) are not keyboard operable.

This may be lower priority due to the change to CKEditor 5, though I have not checked this in CKEditor 5.

Observed behaviour

Actual Results: In fields Body & Non-Publishable Notes, there are two fields present “body” and “p” which can not be reached with a keyboard, keyboard only users and screen reader users can not access these fields. This is also present in other content text fields which have a style toolbar on other screens – under the submenu Add Content each screen has Body and Non-Publishable Notes fields.
