Searching for media items using multiple words is difficult

If searching for "community", we get these results:

but if searching for "community venue", we get nothing, even though there are files there:

This is because of the way that spaces in the file names are replaced by underscores. Perhaps there's something that can be tweaked with the way that this search works?

Could we look at adding library tags? This is an issue at BHCC, before our editors used IMCE to upload images into folders, but since we'd rarther not give them access to the filesystem, it would be good if Media library could emulate this maybe with labels.

At Annertech we always create a vocabulary called "Media Tags", so all media types can share it and it helps editors then to find things tagged with 2023 or 2022 or Christmas, etc
