User story

As a content designer I want manage: the default footer menus and follow links So that: we can `have a better demo.

Assumptions:

• [ ] The main motivation right now is tot make the demo look good
• [ ] The first two are menu blocks (footer menu 1, footer menu 2)
• [ ] The links that populate these menus will be empty in a default install, but populated by the localgov_demo module.
• [ ] The third block will be follow links.... (to be defined... ) Sharrif ? https://www.drupal.org/project/shariff
