[Request] Support for ElevenLabs TTS service

Have an optional/additional TTS service from ElevenLabs (https://elevenlabs.io/api) provided environment variables are set

If deployment has eleven labs api key set in environmental variables provide it as an option to generate speech. This service provides streaming of audio as well and the voice generated is very much realistic and can be configured easily

I would add my voice to add Elevenlabs too +1

Specialy for custom made voices on elevenlabs. so we should add elevenlabs API and voice ID
