Stop doubling info in backupSafelist and yellowRaySafelist

backUpSafelist can just include the yellowray list, then add the ones that have NCs that lead to a combat, rather than both lists just manually listing out zones where all NCs are skippable

The reason YR isn't the same as backup is the monster list might not include monsters in the NC, so the value calculation might be wrong
