Ensure that multipart attribution properly includes derivation info...

Make sure that the attribution for multipart questions properly gives credit to question parts written by others (these are not explicit derivations, but should probably be recognized).

When @dcwill gets a moment, he can comment as to whether this is the right approach.

@jpslav when you get the chance, can you tell me how much you want me show for the multipart question For example, should I show each of the question parts' attribution, or should I just show the attributions for the parts that were not written by the current author?
