Update browser tab with the count of stream updates

this will help the user see the number of posts added to the stream while they are on another tab. So it will serve as a visual notification for the user to check out the stream. Questions that would have to be delt with are: Are the number of notifications shown or the number of stream updates on the everyone stream or the number of updates that present for the stream that is being viewed (i would assume this one)
