Strips overloads to fix test

Do you think we should see if there is a strip_overloads in upstream torch and then try and move this out of heavydep? I assume its only here because of functorch?

As far as I know, you can only access strip_overloads through functorch

@dan-garvey I think maybe you forgot to stage some of the changes. All I see now in this PR is the deletion of the torchscript_e2e_heavydep_tests directory
