[FIRRTL] Remove RemoveUnusedPorts pass

RemoveUnusedPorts is replaced with IMDCE. A remaining user is circt-reduce which uses ignoreDontTouch of RemoveUnusedPorts pass. Once ignoreDontTouch is implement by IMDCE, we should remove RemoveUnusedPorts pass from the code base.
