Generate Doxygen from SDK install, not SDK itself

Our SDK documentation generator leaves much to be desired; in particular, it bundles lots of irrelevant implementation details and files from the SDK build into the documentation. Instead, this should only include content that is part of the public-facing API of the SDK.
