CUDA does not work
I have tried CUDA 9, 9.2 and the current version along with other cudnn versions.

Using the latest release on Windows 10 x64 Pro (18362 build)
You don't even need to install CUDA. Try using release 1.8.4 and see if it works.
I did. I also don't have this issue on a 1060 so it must be specific to the 2080 ti.

I have a 2080ti and it is working fine with CUDA 10.0.130. I forgot which cuDNN I used. So I don't think it's specific to 2080ti.
