Latest Forge stuck on loading with run.bat, USUALLY works fine with webui.bat

As in the title, trying to open Forge with run.bat results in the GUI being stuck on "Loading". Running it through webui.bat usually works fine, but sometimes after updates I need to delete the venv folder to have it running again. Doesn't matter what extensions I run.

might have to re-install and move items over.

can you provide a log, maybe more information will reveal an answer

The first screenshot is of the run.bat, the second is webui.bat. I did get a fresh install for this reworked Forge by downloading the "Forge with CUDA 12.1 + Pytorch 2.3.1 <- Recommended"
